What governing body dictates Chonda engines and what dictates the chassis?

2.1.13 Chonda: All Chonda Classes are per AKRA 2013 Box Stock rules.
We have rulebooks floating around, I have not been able to find the AKRA rules online like they were last year. http://karting.4cycle.com/forumdisplay.php?f=120

1.2.21 ONLY PURPOSE BUILT RACE KARTS ALLOWED ON TRACK: NTK is a race track and only purpose built race karts able to pass pre-season safety inspection are allowed on the track. No fun karts, yard karts, 4-wheelers, ATVS, UTV, motorcycles or another type of vehicle is allowed on the track on race days or non race days. Exceptions to this rule are organized events when the track is rented to other organizations such as the TX Mini Grand Prix and official track maintenance vehicles.

this is what i have found think they are wanting you to buy the new rule books rather then posting online but http://karting.4cycle.com/showthread.php?t=459117 has the changes from last year. Not much has changed if we are following the bsp rules
